The Fire Prevention Section is led by Fire Marshal LuAnn Penfold. The Fire Prevention Section consists of the Fire Marshal, who oversees Plan Review and Code Enforcement for the Mountain View Fire Protection District. Plan Review and Construction Inspection Information
General
1. The Fire Prevention Section provides plan review services to an area encompassing approximately 184 square miles which includes rural Longmont, Dacono, Erie, Mead, Niwot, and portions of unincorporated Boulder and Weld Counties. The model fire code the Fire District has adopted is the 2006 Edition of the International Fire Code.
2. Plans must be submitted directly to the Fire District Administration Offices. A completed application for plan review shall accompany all submitted plans. A minimum of two sets of plans are required.
3. Appointments to meet with a member of the Fire Prevention Section to discuss plans or projects should be made at least 1 day in advance.

All site plan or building construction plan submittals must be drawn to scale and include the following information: International Building Code construction type, total gross square footage, fire apparatus access, roads, fire hydrants locations, water main sizes, a building use description, and the occupancy classification.

Fire Alarm Systems
1. Plan submittals must include the following information: Floor plan, cross section plan, battery calculations, power connections, list of devices, location of all devices, and annunciation.
2. Specifications sheets are required for all equipment and devices to be installed.
3. All plans shall be drawn to scale and submitted on a minimum of size 18-inch by 24-inch paper.
4. All plans and installations must meet the requirements of the International Fire Code and the National Fire Protection Association Standards.

Fire Sprinkler Systems
1. Plan submittals must include the following information: Floor plan, cross section plan, ceiling type, hydraulic reference points, hydraulic calculations, and all information listed in NFPA 13 for Working Plans.
2. Specifications sheets are required for all equipment and devices to be installed.
3. All plans shall be drawn to scale and submitted on a minimum of size 18-inch by 24-inch paper.
4. All plans and installations must meet the requirements of the International Fire Code and the National Fire Protection Association Standards.
5. Plans must be certified by either a registered professional engineer or a NICET Level III (or higher) plus State of Colorado, Division of Fire Safety, Plan Registration Form.

Construction Inspections and Acceptance Testing
1. A final inspection of the building will be required, before the building department can approve any Certificate of Occupancy.
2. Prior to calling for an inspection or an acceptance test, make sure all requirements of the plans review letter have been met.
3. All requests for inspections or acceptance testing must be made to the Fire Prevention Office at least three working days in advance.
4. Fees are $50 per hour, per inspector, for any failed inspection that would require an inspector to return to the site for additional inspection.

Fees
Pursuant to Colorado Revised Statute, Title 32, Article 1, Part 10, Section 32-1001(l)(j), for and on behalf of the Special District, the Board of Directors may fix and, from time to time, increase or decrease fees, rates, tolls, penalties, or charges for service or programs.

Plan Review
For review of subdivision plans, site plans, building construction plans, tank installation/removal plans, and other plans reviews as necessary including resubmitted plans, the fee is $50 per hour.

For review of installation and/or modification of fire protection and life-safety systems, including fire alarm systems, automatic fire extinguishing systems, fire sprinkler systems and, standpipe systems, fees will be based on total valuation of the work to be completed. The valuation scheduled used is as defined in the 1997 Uniform Building Code.

Fees for plan review will be required to be paid at the time plans are picked up from the Administration Offices.

Inspection Services
Fireworks Stand: $1,000/stand
False Alarm-Equipment/System Malfunction: $150/alarm

Charges are assessed for any false alarm deemed as equipment malfunction or system malfunction due to systems that are in need of repair, alteration or maintenance in excess of three per location, where the property owner or occupant has failed to correct the equipment/system malfunction within forty-eight hours of the most recent malfunction. Additionally, charges are assessed for each response in excess of ten per calendar year regardless of corrective efforts. Extension of time to correct or repair a system may be granted by the District on a case by case basis. It is the sole discretion of the District in determining that the needed corrections cannot reasonably by accomplished in forty-eight hours. The following are include a minimum one hour charge, per inspector:
  - Re-inspection of failed inspection: $50/hour 
  - Any inspection for which no fee has been specifically identified: $50/hour
  - Annual Fire Safety Inspection: No Charge

For any failed inspection or test that would require an inspector to return to the site for further inspection and/or testing, fees shall be pre-paid at the District Administration Office, located at 9119 E. County Line Road, Longmont, Colorado. The Fire District may require requests for re-inspections to be made at least three business days in advance.

Fire Inspection Services - Code Enforcement

The Fire Prevention Section is responsible for providing inspection services and code enforcement to an area encompassing approximately 184 square miles which includes rural Longmont, Dacono, Erie, Mead, Niwot, and portions of unincorporated Boulder and Weld Counties.

     The Fire District conducts annual fire safety inspections in approximately 850 occupancies. Most of these inspections are conducted by the firefighters. Situations requiring technical assistance or secondary re-inspections are conducted by Fire Prevention Section personnel.

     Annual fire safety inspections are normally conducted during the months of February through October with November and December being used to complete any necessary re-inspections.
